Hj Engsah's ball cames to rest touching a rake that prevented it from entering a hazard. He proceeded to lift the ball, removed the rake, cleaned his ball, then dropped it as nearly as possible to the spot where it rested. Has he committed any rules in fractions?Zainuddin: Yes, Haji Engsah to be penalised two strokes for moving the ball whilst it is in play and then dropping it when it should have been replaced (See penalty statement under Rule 18 and Decision 18-2a/9). The correct procedure was to carefully remove the rake. If the ball moves, it must be replaced and there is no penalty.

Since Haji Engsah picks the ball up without marking its position, Haji Engsah incurs a penalty stroke and he must replace his ball (Rule 20-1).
• RULE 20-1. Lifting and Marking
The position of the ball must be marked before it is lifted under a Rule that requires it to be replaced. If it is not marked, the player incurs a penalty of one stroke and the ball must be replaced. If it is not replaced, the player incurs the general penalty for breach of this Rule, but there is no additional penalty under Rule 20-1.
In this situation, Haji Engsah has two options:-
Option 1:- In this case, the rake is a movable obstruction (Rule 24-1), a relief without a penalty. Before removing the obstruction, Haji Engsah must mark the position of his ball so that he will be able to replace the ball precisely if the ball moves when the obstruction is removed.
• 24-1. Movable Obstruction
A player may take relief, without penalty, from a movable obstruction as follows:
a. If the ball does not lie in or on the obstruction, the obstruction may be removed. If the ball moves, it must be replaced, and there is no penalty, provided that the movement of the ball is directly attributable to the removal of the obstruction. Otherwise, Rule 18-2a applies.
Option 2:- At any time, Haji Engsah may, under penalty of one stroke, deem his ball unplayable (Rule 28).
• RULE 28. Ball Unplayable
The player may deem his ball unplayable at any place on the course, except when the ball is in a water hazard. The player is the sole judge as to whether his ball is unplayable.
If the player deems his ball to be unplayable, he must, under penalty of one stroke:
a. Play a ball as nearly as possible at the spot from which the original ball was last played (see Rule 20-5); or
b. Drop a ball behind the point where the ball lay, keeping that point directly between the hole and the spot on which the ball is dropped, with no limit to how far behind that point the ball may be dropped; or
c. Drop a ball within two club-lengths of the spot where the ball lay, but not nearer the hole.
If the unplayable ball is in a bunker, the player may proceed under Clause a, b or c. If he elects to proceed under Clause b or c, a ball must be dropped in the bunker.
When proceeding under this Rule, the player may lift and clean his ball or substitute a ball.
